It's on base (S-1479 means Building 1479 on South Post, US Army Garrison Yongsan) and can only provide services to those with SOFA status. From the US Forces Korea welcome page:

"Family members" is the PC term for "dependent." That means that if your brother is in the Armed Forces and you're not his ward, you're not his "family member." Logical, huh?
Here is a list of branches and their phone numbers. You will notice that every one of them has "Limited Access" by it, meaning "Limited access military installation or on-site location requiring proper identification." They can't even check your account balance unless you have a military/dependent ID card. The on-base financial institutes are governed by the SOFA treaty.
If you're not covered under SOFA (and even if you are), then you may be able to take care of whatever business you have with them online.
