Rep. Lee Kyung-sook of the UNDP wants to improve the quality of English
education (immersion) programs by requiring F/Ts to have certification (ie. CELTA), which he considers "essential to teach language here".
Will anything change? More money? Fewer teachers? Just more election posturing and it'll blow over?
