First, let me say I have no interest in doing this. I am just curious if it would be possible on an F2 visa:

Imagine someone were to give free English lessons to a gathering of people in a park, or in the middle of an apartment complex. The lessons would be outside (thus no hagwon size requirements need be met).

If the lessons were offered by an F2, what could immigration, or the gov't do to stop it?

My reasoning for such an idea would be to get loads of people to attend, gather potential students, gain their confidence, then open a school of my own.

Up until the part where you open your own school, why couldn't an E2 or even a tourist do this, as long as it's for free?

Why? Just tutor large groups at a cheap price and people come running. Nothing worse than a newbie off the boat who teaches groups of 6 for 25,000 an hour. I have had this happen to me (long ago) and tutoring dries up fast. Get a bunch of groups in the apartment complexes and then open a school and move them all in (and raise the price).


Note: It is a lot harder than you think to open and run a school. You probably have no idea what you are talking about. It is very stressful and takes a lot of startup capital. It is unlikely that you can do it..try a study room as they are cheaper to open and you have the F2.

Well, considering that my wife and her family have opened and operated numerous businesses, a few of them successful, I'm sure I'd have a fair amount of help from the Korean side (if I ever decided to go the full hagwon route). We've even got an aunt who works for the tax office, although I haven't met her yet.

As I understand it, I can legally list myself with the education board (or someplace/tax office?) and private tutor up to 9 students maximum.

In all likelihood, I'd go the study room route, anyway.
