A refers to people who probably will be invited, while B refers to people who possibly might be invited.
On the A list would be parents and siblings and best friends. On the B list might be anybody. Go ahead and send an invitation to Jack Nicholson. He could be invited, and he might even come, but if he doesn't know you already, he probably won't.
By the way, it's a funny sentence to construct whether as A or as B. The only two people who could say this are the two people engaged to each other. They would never ask this question of each other.
