Is it gramatically right to use "diminished" instead of "dwindled"?

Later on, she went out with a bucket of red paint to create some parking restrictions on dangerous curves in her neighborhood. Yes, that would be fine. "Dwindled" can have a negative implication, but "diminished" is neutral.
