(1) Please fasten your seat belt.
(2) Please fasten your seat belts.

In the airplane announcement, I guess that people hear (1). Why don't they announce like (2)?

I think it is because the announcement is to each person individually. It is as though the flight attendant is speaking to each one alone, and of course each person hears the instruction applicable to himself / herself. Teachers often say, "Open your book to page X," even though speaking to the whole class.
