I think that #1 is not correct gramatically and it should be changed to #2 or #3. However, I'm not sure I'm right. If I'm wrong, could you paraphrase #1 and why #2 and #3 is wrong?

I would say that #1 is the best of the sentences you have presented.
You do not debate on something. You just debate it.
