Yes. They both mean the same thing.
I think you might hear "at home" more often in UK and "home" more often in USA. |

If you fly to another country for a vacation, then fly back to your country, you might say "I'm home" when you land in your country, even if you are still many miles from your house.
If you are sitting inside your house and you call a friend, when he asks where you are, you can say "I'm at home" or (less likely) "I'm home."
