In the above, 'further' is an adverb or a verb?
If it's an adverb, 'Would it make sense for the city authorities to restrict parking further?' is more natural?

Further in either place sounds fine.
You were right it is an adverb. We know it is an adverb because if we remove it, the sentence still makes sense. Restrict is the verb!
