Here is my question, and thank you for your help.
Human brains differ considerably, some being more capable than others. But no matter how good a brain he has to begin with, an individual will have [b]a low order of intelligence[/b] unless he has opportunities to learn.
What does " a low [u]order[/u]" mean here? Is it the same as " a talent of 'a high [u]order[/u]' "?
