In the two in the quote, it seems like the meaning of 'chanllenge' in #1 is opposed to that in #2.
I think that 'challenge in #1' means 'protest'. So, to paraphrase #1, 'I protest that Dr. Carver is denying his involvement!'
On the other hand, I think that 'challenge' in #2 means 'encourage'. To paraphrase #2, "Every teacher ought to be encouraging kids to think about current issues."
Could you inform me if my opinion is right?

1. More like dare or demand than protest. I said to Dr. Carver, you were involved, and you can't deny it. I set before him the task of denying that he was involved -- and I was sure he could not deny it, because I had some proof that he was involved.
2. Encourage and require. Teachers and coaches are supposed to push their students to try things that are difficult and challenging so that the students will improve. Kids don't care about current issues. It is up to the teachers to make them aware of the issues, make them think about them and discuss them.
