Hello,
"He forgot to have the rent."
Does this sentence make sence?
If not, what is wrong?
Does this mean "He forgot to pay the rent."?

Yes, depending on the context. In colloquial English, money you have intended to pay the rent can be called the rent. So if he went to see the landlord or property manager but forgot to bring money for the rent, then the sentence makes sense.
