Hello. I wonder if there is any difference between the meanings of the sentences below. Could you give me some comments?
a. The damage was more serious than at first reported.
b. The damage was more serious than reported at first . |

I wouldn't use either of the above two sentences.

The damage was more serious than (first)(initially) reported. (no "at") |
