What does "All Canadian made for all Canadian weather." mean?

Is Canadian here a noun or an adjective?

It means that this product is entirely Canadian materials, manufacturing etc) and is suitable for all types of Canadian weather.
"Canadian" is an adjective in both cases, though there should be some kind of puntuation, or a different typeface, after "All Canadian."
