Hello, teachers!!
(1) The situation is as it is because of the poor government.
(2) The situation is as it is because of poor governments.
(3) The situation is as it is because of a poor government.
(4) The situation is as it is because of poor government.
----->
What is the difference between them?
In my opinion,
government in (1), (2), (3) means "the parliament along with the cabinet."
government in (4) means "the political direction and control."

| I think you are right, except that (1) sounds a little clunky, and (2) of course would refer to the government of more than one country. |
