You can say them both, but they mean slightly different things.
Spread implies you give it out to people who in turn give it to more people. For example, you give it to persons A, B, & C. A gives it to D, E, & F; B gives it to G & H, and so on.
Circulate implies it goes from point to point to point. For example, A gives it to B who gives it to C who gives it to D and so on.
