A few hundred years ago in England, thieves were sentenced to death by hanging. It was an experiment that proved that stealing was not a genetic disease. Anyway, the thief would hang whether he had stolen a little baby lamb or a big, grown-up sheep.
If someone is going to do something that might have bad consequences, and he says something like your sentence, he means he might as well go whole-hog, pull out all the stops, do it in a big way.
