Hello,
Can we say "4 more than 10 is 14" to the question "What is more than 10 by 4?"?
Or there are better ways to rephrase both the question and answer?

Somewhat convoluted...how about this:
Q: What's four more than ten?
A: Four more than ten is fourteen.
Of course, I'm assuming that there is some reason you don't want to say:
Q: What's ten plus four?
A: Ten plus four is fourteen.
