Actually, neither. I can only speak for the United States, but as far as I know nobody just says "Happy holiday." Around the Thanksgiving/Christmas/New Year's time frame, we say "Happy holidays," but never just "Happy holiday." For any other holiday, we just say "Happy Halloween," "Happy Fourth of July," "Happy St. Patrick's Day," etc.
Aside from that, use the preposition to.
