Without a single molecule of context, it's impossible to be 100 percent certain. However, I believe it refers to relatively small increases in the birth rate in a particular country, much in the same manner that the Baby Boom refers to the large increase in the birth rate in the United States following the return of millions of soldiers after the end of World War II.

By "baby bump" people mean the increased size of the tummy of women who are expecting children, especially early in the pregnancy. A celebrity who is only 2-3 months pregnant might be photographed and the caption will refer to her baby bump, her slightly protruding abdomen.
