Tom (after a holiday) : I have just returned from Rome. I was fantastic.
I have bought/bought a ring.
Is the present perfect tenseor past tense appropriate?

Try:
Tom (after a holiday) : I have just returned from Rome. It was fantastic.
I bought a ring.
Because you have already established the past, you do not need a past perfect (I had bought a ring) to express something you had done already done.
