My supervisor, Native American has written:

Does your department have published operating procedures, in which all your staff can refer to them? Give some details.



I wonder if this is the correct use of forming the question. To put it more generic, I wonder if the sentence is right.

I would write: "Has your department published operating procedures, which your stuff can refer to?"

Please, clarify.

Your supervisor may be native American but his English needs a little supervision.
Your version is much better (you wrote stuff rather than staff)
