Please explain what "to turn around the perception and the reality that the recovery is sputtering." means.


DETROIT � President Obama came here on Friday to tout an economic success story, but instead got a lesson in how hard it is going to be to turn around the perception and the reality that the recovery is sputtering.

The "recovery" from the economic crisis is proceeding very slowly (sputtering means not going along smoothly) and that is both the perception (what people are thinking) and the reality (the way it really is.) If he wants to "turn around" the perception, it means he will have to change the way people are thinking.
