Dear teachers,

In following phrase

instead of building additional infrastructure

I think that building is gerund not participle, but in this case it needs a preposion of after it or another order of words - additional infrastructure building. Please, explain if of is needed in such case, like translation of documents, building of ... or not
Or I misunderstand this phrase

Instead of building additional infrastructure, is correct English. It means, "In place of".
It isn't a complete sentence as it stands it needs something to offset it.
e.g. They voted for a casino instead of building additional infrastructure.
You can use instead without of like this:
I didn't go to school; I went to the movies instead.
I didn't go to school; instead I went to the movies.
The translation of documents requires an intimate knowledge of the language. Is correct.
It could also be written so: Translating documents requires...etc
The building of hospitals is expensive, is correct.
It can be written:Building hospitals is expensive.
