It means to stay informed, to keep in contact with people so you always know what's going on. In the know is a similar phrase.
Apparently it means being part of a circle of individuals who pass information to each other or hold responsibility - so being out of the loop means you're excluded from that circle. You're on the outside and you don't know what's going on! I always assumed it was something to do with electrical wiring  |
