Dear teacher,

There is a piece of news says turtles ran across runway in JFK airport.

"It" refers to the act of running over the turtles.

In the quoted sentence, nor is a conjunction joining two main clauses; it is the subject of the second main clause, and should not be omitted. Please note that nor introduces an inverted main clause.
