I wonder if a link is missing between "strategy," and "it amounts."


However the White House chooses to frame Mr. Obama�s strategy, it amounts to a wholesale makeover of the young senator who won the presidency in 2008 by promising to change the culture of Washington, rise above the partisan fray and seek compromises.

A very good question, Hiromichi. At first I read it the way you probably did, with "however" having the meaning of "but" (which would usually have a comma after "however"). However, there is another meaning to "however" and that is the meaning for this sentence. This "however" matches words like "whoever" or "wherever." It means "Whatever way the White House chooses to frame Mr. Obama's strategy, it amounts to a ......"
