1. Can I replace 'Much of the time' with 'Generally'?
2. Can I replace 'at any one time' with 'always'?

Much of the time = Often.
At any one time. = at any time.
Often, as in the fable, it is papered over. The need for security is too great and we are only able to deal with a certain number of problems at any time.
