"This is never more true than..." is just a way of saying that something is absolutely true, or something is especially true in a given situation.
A woman needs to pay attention to her health. This is never more true than when she is expecting a baby.
In other words: People will agree that it is important for a woman to be careful about her health, and she ought to be especially careful about her health when she is pregnant.
