2. What does 'be caught up' mean?
3. What does 'the Hebrews were caught up in one migration after another.' mean?

"one" is a pronoun referring to "world":
==> ...the ancient Hebrews could survive in a harsh world much more easily than in a purposeless world.

To find oneself involved in, to be doing something even though it wasn't anything that you had planned.

From the story of the Exodus: The Hebrews wandered in the desert for 40 years before they were allowed to enter the Promised Land. So for 40 years they were constantly migrating - they were moving from place to place, and didn't settle down into towns and villages.
