Which of the following sentences is/are grammatical and correctly punctuated?
1) U.S. Secretary of State Hillary Clinton has declared.....
2) The U.S. Secretary of State Hillary Clinton has declared.....
3) The U.S. Secretary of State, Hillary Clinton, has declared.....
If all three are possible, do they convey the same meaning?

Hi Paolo, the first example would probably be considered run on if you see the rest of the sentence. Also you need the article The because the US is a specific group and the US Secretary of State is a specific noun being used for the first time. Number 3 is the best one. Remember when making a clause using commas you should be able to remove the part within the commas and you would still have a complete sentence. So
The US Secretary of State has declared here you have Subject + verb Present perfect . Now notice The US Secretary of State, Hilary Clinton, has declared. is the same. Removing what is between the commas. So in this case number 3 is correct. I hope this helps. _________________ YOU CAN learn English
