To 'move against' someone is to plot or conspire against them, to plan to win something they have, or reduce their power.

For example, the majority of Republicans in the US moved against Sarah Palin in the Republican primary elections last year. They had decided that she would not be a good representative of their party, or that she was unlikely to win against Barrack Obama, so they moved against her by discrediting her bid through interviews and private meetings.

You could say that the party was 'dead against' her winning the Republican ticket and campaigning for the presidency. Therefore, they did everything in their power to prevent her from running in the primaries.

If 'history moved against them', then natural events beyond anyone's control move against the group under discussion. These events could be natural disasters (earthquakes, tsunamis), extreme climatic conditions (droughts, hurricanes), and political events such as coup's and the sudden deaths of influential people.
