Is this sentece ok?
As non-state actors and government ministries other than the ministries of foreign affairs have acquired greater sway in this realm of foreign relations, there has been mounting fragmentation of relationships therein.
Or should it be:
As non-state actors and government ministries other than the ministries of foreign affairs acquire greater sway in this realm of foreign relations, there has been mounting fragmentation of relationships therein.
