1. He had been a teacher for 10 years before coming to the States.
2. He was a teacher for 10 years before coming to the States.
3. He had been a teacher for 10 years before he came to the States.
4. He was a teacher for 10 years before he came to the States.
Are these correct?

All four are correct. 1 and 3 are the same, except for the fact that the adverb clause "before he came to the States" is reduced to "before coming to the States." (2 and 4 also)
The past perfect is optional in these cases because you use the word "before" which makes the time relationship obvious.
