Dear teachers:

(a)We will give you a pair of VIP tickets with NT$5000.
(b)We will give you a pair of VIP tickets for NT$5000.

If I want to express that the tickets are priced at NT$5000, should I use "with" or "for"? Thanks.

"For" is correct.
If you say "with" it means you will give them the tickets AND the money.
It would be better to use "sell", rather than "give", here. If I give you something it means that I don't expect to be paid for it . If I sell you something, I expect to be paid for it.
So, We will sell you a pair of VIP tickets for NT$5000, would be correct.
