1-He is the first man to have walked on the moon.
2-I talked to the first man to have walked on the moon.
3-The first man to have walked on the moon is tall.

Can one use these sentences even if other men have walked on the moon since the first one did?

Yes. There is only one first man to have walked on the moon, no matter how many others have walked on it since.
