Dear teachers:
*By* 1914 the U.S. House and Senate approved a resolution proclaiming the second Sunday of May as Mother's Day.
Could I replace "by" with "in" in this case?

Yes, but it changes the meaning slightly.
"By" implies there was debate or efforts to make "Mothers' Day" official in the years before. "In" could suggest (but does not have to) that all effort and debate was done in 1914 only and not before. |
