Are they synonyms such that cuddle with and huddle with are interchangeable?

No. Though they may look similar, they have different purposes. Cuddle is a hug that expresses affection. A huddle looks like a hug but is intended as a form of a secret meeting (others outside the huddle cannot see or hear what is being discussed). |

Ok, cuddle is always with affection, and huddle is without. We can huddle for warmth because it is cold, but we may like each other under a different situation.
Correct?

You understand the meaning of cuddle. As for huddle, one example of huddle would be a, say basketball team, would huddle together to come up with a strategy in order to win the game.

As Azaquiel said, huddle is most often used as a form of team meeting. But you can use it in your example:
The mountain climbers huddled in their tent for 2 days waiting for the blizzard to clear. |
