I would paraphrase it as, "What can we lose." _________________ If a man constantly aspires is he not elevated?

A further question. "What's to lose?" seems to me "What is to lose?" However, "What is to lose?" does not seem to me a sentence in a grammatical meaning. It is different from a sentence like "What is it?" So I guessed something is abbreviated.
