Hello, teachers!
"I am of the opinion that・・・" means "I have the opinion that・・・" , right?
Then "I am on the opinion that・・・" has the same meaning?

You are correct.
Then "I am on the opinion that・・・" has the same meaning?
Native speakers do not say "on the opinion." I do tell my students to stay "on topic," but I can't think of a situation where "on the opinion" would be used.
