what does it mean " won't pull" , pull what? anything?

Correct, a small goat! The song you are quoting is a very old one. I'm not sure what a billy goat would pull. Maybe a cart? Or maybe it's a metaphor that I don't understand.

A billy goat is any male goat.
It is called a buck by serious goat people.
A nanny goat is any female goat.
It is called a doe by serious goat people.
The most common breeds of goats are:
Saanen - white ones.
Toggenberg - Brown with a black stripe downs their backs and whitish underneath.
French Alpine- black and white with small ears.
Nubian- multicoloured with big floppy ears.

No, Corey, I am probably the most un-serious goat person you are likely to encounter, although I have had many goats for many years. I do know a few serious goat people. They have been a source of great amusement.
