What does three to four mean here?
2. What is toffee apple?

"Deliver on" means make it happen. If he is running for mayor and he makes some promises, he plans to make the promises come true. One promise is to increase the number of full-time firefighters in the town from 3 firefighters to 4 firefighters (adding one more.)

A toffee apple is an apple with a candy coating. Sometimes they are red and are also called candy apples. For me, the toffee apple is usually a golden color (also called caramel apples), but on the Internet it seems there are different kinds of toffee apples. It means there is no mayor's office for him to work in. He will have to work at home or somewhere else. He will get $3600 to pay for whatever it costs him to do the job. |
