"Tit for tat" means "something bad in return for something bad". The "something bad" can be trivial or serious.
For instance, if you throw a brick through my window, and I throw a brick through your window in revenge, it's "tit for tat".
Or you might have a "tit-for-tat bombing raid", for instance.
