Cost relates to price. It can be either a noun or a verb.

Spend is a verb and means to give (pay) something (often money, but sometimes something like time).

Examples:

How much does that book cost? What is the cost of the book? (What is the price of the book?)
The book costs $10.00.
The books cost $10.00.
That book cost $1.00 15 years ago.
Those books cost $.50 each when I was a child.

I don't want to spend that much for the book. (I don't want to pay that much for the book.)
The students spent a lot of money buying books last year.

How much time do you spend studying? (How much time do you devote to studying?)
