Is the use of "come by" below becoming common? No English dictionaries include this definition to the extent of my knowledge.
(1)
shopper: Does it come with rice?
sales clerk: These vegan dishes always come by rice.
(2)
shopper: Do they come with matching bottoms?
sales clerk: Yeah, they all come by matching bottoms. _________________ Hiromichi |

In your example : (1) - shopper: Does it come WITH rice?...is correct
sales clerk: These vegan dishes always come "WITH" rice. (not "BY")
Same for ex. # 2
