We can often see a reduced titles in newspapers, e.g. - *Ministers to visit the country* or *First production planned in 2007*.
When it is possible to reduce sentences in this way? |

In headlines, mostly. It occurs also on street signs, for instance, and used to be part of telegram English.
I don't suggest that you try it in an essay.
