Hello,
The following are some questionable sentences, and I appreciate your help.
A.
I had my hair cut short.
I had my hair cut.
Are they the same?
B.
Compared with yesterday, it is much colder today.
Compared with the weather yesterday, it is much colder today.
Can it be acceptable if "the weather" in the second sentence is omitted?
C.
Do native speakers of English say "do an observation" or "make an observation"? Or both are acceptable?

A-- Short is short, but many people have their hair cut in longer styles.
B-- Yes, you can easily omit 'weather'.
C-- make an observation.
