I would say it means that the author doesn't think Brazilian universities are particularly active in the country's economic life, but it doesn't say that universities are generally perceived that way.
The "reckon with" part is interesting. If you say that a businessman or an athlete is "a force to be reckoned with," for example, you are saying that he is someone who can pose a threat or a challenge, something to contend with, something that cannot be safely ignored. Saying "active partners to be reckoned with" here, rather than just "active partners" (or even just "partners") implies that the author thinks that universities could be significant forces in the economy, but they are not. _________________ You live a new life for every new language you speak. -Czech proverb |
