1. When you make rules and stick to them, or decide to enforce the rules after being lax for a time, you are putting your foot down. In this case, the parent has been letting the daughter "get away with murder," so it is time to put his or her foot down.

2. It means making changes for the better. Metaphorically, the young man's life was going in the wrong direction. He has turned it around and now his life is going in the right direction. Good for him!
