I know Groundhog Day. If fine,winter will continue. If cloudy, spring is nearby. A writer below uses Groundhog Day in the first case. Is it a proper usaage?

R. Nicholas Burns, under secretary of state for political affairs, a driving force on the American side, said, �We were banging our heads against the wall six or seven hours a day, working out the words of these resolutions among four or five capitals.� He added, �We�d go home at 10 or 11 at night and say, �Tomorrow will be a better day.� But the next day was Groundhog Day all over again.�

Groundhog Day's also a movie where the lead character keeps reliving the same day over and over. He wakes up at the same time with the same song playing on the radio, and everything that happens during the day already happened the day before. I'd assume the writer's referring to that, saying that they keep having the same frustrating experience every day and don't seem to be making any real progress.
